2011 OPAA Summer Training

It’s time to register for OPAA’s Summer Workshop. Thursday will consist of Committee Meetings in the afternoon, and a Welcoming Reception in the evening. Friday will be training in the a.m., the golf outing at Thunderbird Hills South Course in the afternoon, and a Family Dinner Buffet in the evening. Saturday morning is the Family Breakfast Buffet, and a.m. training. Cedar Point and Soak City discount tickets will be on sale during registration hours Thursday through Saturday. The training program will offer both criminal and civil tracks on Friday and Saturday mornings.
The registration fee of $250.00 includes all training, handout materials, Friday’s continental breakfast, and all breaks for registrants. In addition, it includes the Thursday Welcoming Reception, Friday Family Dinner Buffet, and Saturday Family Breakfast Buffet for registrant and guests. In the event of cancellations by June 3rd, there will be a $45.00 charge assessed to cover the cost of the handout materials, and those materials will be sent to the registrant. After June 3rd the assessment will be $135.00, to also partially cover the cost of meals which will have been guaranteed by that date. Please return (or fill out online)the training registration form to OPAA by June 3rd – earlier if possible. If a registrant is only attending one day, the registration fee is $150.00, with an assessment of $45.00 if cancellation is made by June 3rd, and $85.00 after June 3rd.
Please provide each person registered with a copy of the Activities Registration Form and request that they complete and return it to OPAA no later than June 3rd. Failure to submit the form could prevent participation in the activities.
A Hotel Breakers tax exemption form was enclosed with your mailing. FAX the completed tax exemption form directly to The Breakers (NOT OPAA)! The Breakers tells us that if a county has previously filed an exemption form, they will use it the following year. You can be the judge of whether you want to chance them having their records in order, or file a new one! The Breakers’ fax number is 419-627-2267.
GUEST ROOM RESERVATIONS. The cutoff date for our block of rooms at the Breakers is Tuesday, May 31st. Their phone number is 419-627-2106. Use group code OPAA06. If they are not able to accommodate you, they can direct you to the Sandcastle Suites, Castaway Bay, or Breakers Express. These are all Cedar Point properties. Check-in time is 4:00 p.m., and check-out time is 11:00 a.m. If the guarantee is by credit card, I believe the amount is charged to the account immediately – not when the room is used. In the event of cancellation there is a $50.00 penalty, and you must give a 72-hour notice in order to obtain a refund. Be sure to clarify these issues with the hotel, as OPAA cannot accept any responsibility for correct information in these areas. If you have additional questions about hotels, give Delores a call (614-221-1266) as she might be able to help. Also, if you have rooms reserved, and find that you will not be using them, please call Delores before canceling, as there is usually a waiting list and if we can redirect the info to someone looking for a room it would save you the cancellation fee.
OPAA REGISTRATION DESK. The registration desk will be open 2:00 to 5:00 p.m. on Thursday (Breakers Lobby), and 8:00 a.m. to noon on both Friday and Saturday (Breakers East Conference Center).
GOLF TOURNAMENT. The OPAA Open will be held at the south course of Thunderbird Hills on Friday, June 24th. We have six tee times beginning at 1:03 p.m. The cost is $33.00, including cart. If you admit to being 62 or over, the senior rate is $26.25. Payment is to be made to Thunderbird, the day of the tournament (NOT TO OPAA)! Tee times remaining after Friday, June 17th, will be released.
WELCOMING RECEPTION. A Welcoming Reception (hors d’oeuvres and open bar) for registrant and family/guests will be held in the Coral Courtyard from 6:00 - 7:00 p.m. on Thursday, June 23rd.
FAMILY DINNER BUFFET & REFRESHMENTS. A steamship round buffet (also includes several other meat dishes, plus many casseroles, side dishes, and desserts) for registrants and family/guests will be served on Friday, June 24th, from 7:00 - 9:00 p.m. Dinner will be preceded by aperitifs at 6:00 p.m.
FAMILY BREAKFAST BUFFET. A breakfast buffet for registrants and family/guests will be served on Saturday, June 25th, from 7:00 - 9:30 a.m.
CEDAR POINT, SOAK CITY, AND RIDE & SLIDE TICKETS. Discounted tickets may be purchased at the registration desk. ALL TICKETS, including tickets for use on Wednesday, June 22nd, and early Thursday, June 23rd, can be had by making prior arrangements with Delores (614-221-1266). Make your request early enough to allow ample time for mailing. Tickets are valid Wednesday, June 22nd through Sunday, June 26th.
BUSINESS MEETING: A major change this year – the business meeting will be held in the Cedar Point Convention Center at 12:00 noon on Saturday, immediately following training sessions, instead of Sunday.
INFORMATION REGARDING WHO IS, AND WHO IS NOT, TAX EXEMPT. An information sheet from the Ohio Department of Taxation follows the tax exemption form. As it has been explained to OPAA, you can only claim tax exemption if rooms are paid for with an office check or office credit card. If a personal check or credit card is used, with the expectation of later being reimbursed, tax exemption cannot be claimed.

This session will highlight innovative initiatives targeting offender reentry across Ohio. The rollout of the Ohio Risk Assessment System (ORAS) will be showcased, as will the impressive growth and role of local reentry coalitions across the state. The session will focus on how these developments which draw on evidence-based practices contribute tangibly to public safety, hold offenders accountable, and reduce recidivism. It will conclude by noting the implications of these changes for prosecutors.

10:15 - 11:15 A Prosecutor’s Guide To Confronting Self Defense Claims
After parking his car before attending a Cleveland Cavaliers game, the defendant and a parking lot attendant have a dispute concerning an added $10 fee for a premier parking spot. The defendant shoots and kills the parking lot attendant claiming that he acted in self defense. In a highly publicized case the jury rejects this claim. A claim of self defense often leads to an emotional trial because the defendant is asserting that a homicide was justified. This session will examine the elements of self defense, the duty to retreat, the castle doctrine and defense of another. Further, we will review issues that often arise in self defense as proving the victim’s character for aggressiveness and whether the defendant has presented sufficient evidence to warrant an instruction on self defense.

11:15 - 12:00 Ohio Hearsay Update
Participants will analyze recent Ohio criminal cases and decide how they would have resolved the hearsay issues. After discussion, we will address how the courts decided the hearsay issues. Included are, among others, cases on statements against interest, police reports, past recollection recorded, excited utterances, and statements made for medical treatment.
